Mysterious 1997 Inter-Parliamentary Conference Coin Set

The 1997 Inter-Parliamentary Conference coin set issued on 15th February 1997 consisted of 5 Rupees (CuNi Alloy), 50 Rupees (CuNi Alloy) and 100 Rupees (Ag Alloy) coins. The most unique thing about this coin set is the double diamond mint mark.  The mintage is unknown as it was distributed among the dignitaries attending the conference and the set was never issued officially (Like the 1992 Land Vital Resource Set).  Another interesting fact is that it's not listed in Krause Standard Catalog of World Coins and the image is taken from Schon's World Coin Catalogue.
