If you want to purchase the set as an investment then I would advice you to go with Proof sets. Now, I'm of the opinion that you should only collect what appeals to you the most and not go by others opinion. Every one have their personal preference and ways of collecting.

Also, let me be clear that Proof coins are indeed coins but of different nature. I am a classical numismatist and my school of thoughts taught me that the term 'coin' should only be used to describe 'circulating legal tenders' or simply the coins that we use in ever day transaction and since 'proof' is not a type but a grade of the coin made specifically for collectors and not used for transaction; I would use the term 'specimen coin' for it.

Like I said before, I collect only UNC sets. Now it's upto you if you want both UNC and Proof sets or any one type depending on the nature of your collection.

Thank you Sir for your valuable advice. i will go for UNC set of Rabindra nath tagore. The price is very high. My draft is ready. and will send it through Speed post very shortly. I called the mint office several times. But Nobody Picked up the telephone.over there,. So can you tell me whether i can submit the form directly to the mint office in person? i am fearing about Postal delay. It could be better if Mint authority allowed us to book the coin on line using any Credit card and Debit Card other than HDFC bank. Kindly let me know your opinion . with regards. Have you booked your order?

I can't say for sure if the mint allows on-site booking. You could book coin sets with cash in earlier times at the mint coin booking counter but I'm not sure if this way of booking is still prevalent.
I haven't booked my sets yet and I'm in no hurry.
