standard coins with two mint marks exist,  similar coins for the following years and mints as per krause catalog:

KM# 92.1 RUPEE

Note: Two mintmark shapes exist

(coin value is in dollars for VF, XF, UNC)

1993(C) — — 0.20 0.30 0.60 —

1993(H) — — 0.20 0.30 0.60 —

1993 — — 0.20 0.30 0.60 —

1994(B) — — 0.15 0.25 0.50 —

Note: Two mintmark shapes exist

1994(C) — — 0.15 0.25 0.50 —

1994(H) — — 0.15 0.25 0.50 —

1994 — — 0.15 0.25 0.50 —

1995(B) — — 0.15 0.25 0.50 —

1995(C) — — 0.15 0.25 0.50 —

1995(H) — — 0.15 0.25 0.50 —

1995 — — 0.15 0.25 0.50 —

1996(H) — — 1.00 1.50 2.50

However I agree with Navonil, your coin appears to have extra bit of metal.

here "two mintmark shape exist" means mumbai mint use 2 different mint marks that year i.e. dimond and dot(I think).
